The UK has the least energy efficient housing stock in Europe. This leads to high energy bills and fuel poverty rates, as well as an unacceptable level of carbon emission. The UK government has an ambition to retrofit all homes to an energy efficient standard by 2035; currently only 29 per cent of homes meet this standard and so a massive programme of green retrofitting must take place over the next 15 years. Research has shown that the cost of retrofitting all housing in the UK to zero carbon standards could top £100 billion and require almost half a million tradespeople. This event will gather public sector decision makers, developers, major social housing providers and thought leaders to discuss what the UK must do to reach this ambitious target and share details of the projects that will contribute towards it. Here’s an overview of the confirmed speakers: West Midlands Combined Authority – Cheryl Hiles, Director of Energy Capital My role at the WMCA is to drive the delivery of the West Midlands Regional Energy Strategy and our energy devolution ask to Government, to ensure we have the necessary tools and powers to meet our green growth and climate change ambitions. To support this, I am leading a variety of smart local energy innovation initiatives to showcase the value of smart energy local energy systems as part of a package of measures to achieve our national net zero objectives. I started my career in the public sector as a policy officer, working on regional spatial plans, and prior to working at the WMCA I gained valuable private sector experience as the sector director for energy and environment at Pell Frischmann design engineering consultancy. However, I spent the majority of my 20-year career as a director at Regen, a mission driven, not for profit organisation, that champions democratic, decentralised and decarbonised energy solutions, which we spun out of a project funded by the south west regional development agency. I am also a founding director of Communities for Renewables, a CIC that brings energy assets into community ownership; and Mendip Renewables, overseeing the community’s interest in a 5MW solar farm which we bought. I also used to chair the Entrepreneurial Women in Renewable Energy network, mentoring and supporting women to step up and lead the energy transition. Cardiff City Council – Andrew Gregory, Director for Planning, Transport & Environment Cardiff City Council has set itself the ambitious target of becoming completely carbon neutral by 2030 and will achieve this through the One Planet Cardiff strategy. As homes are a major source of carbon emissions, the council has made large scale housing retrofit a central part of the strategy. Since 2013, around 10,000 homes have been retrofitted in the city, and they are gearing up to accelerate this programme, which will have the added benefits of alleviating community poverty and building a sustainable economy. As the council are developing ideas and funding proposals for the programme, they are looking for potential delivery partners on a regional and national scale to help them realise their zero carbon ambition. The Guinness Partnership – Cecily Church, Sustainability Manager One of the largest affordable housing and care providers in the country, The Guinness Partnership owns and manages more than 65,000 homes and in 155 local authority areas.. They are developing a new sustainability strategy to establish a trajectory towards net zero carbon by 2050. The first 600 properties were fitted with retrofit measures last year, and the organisation is gearing up to accelerate implementation for their 140,000 customers. Cecily will discuss their sustainability strategy and the innovative measures being explored, to help improve energy performance across their housing stock. Karbon Homes – Anthony Bell, Assistant Director of Assets and Regeneration As owners and mangers of 30,000 properties in the North East of England, Karbon Homes are taking the green retrofit of their entire stock extremely seriously in 2021. Anthony will be on hand to talk about their programme of renovation, their approach to zero carbon development and sustainable practices at the event. Northern Housing Consortium – Karen Brown, Senior Policy Advisor Representing the interests of housing associations and local authorities in the North of England to share ideas and influence policy at a regional and national level. The consortium has been pushing for the acceleration of Green Retrofitting as a way for the government to achieve its net zero target and follow up on the manifesto commitment to level up the North. Along with IPPR North they have set out a roadmap to install retrofit measures to over 5 million homes, which would 77,000 direct jobs and generate £3.85 billion in GVA. Karen will provide some thought leadership on these proposals and how the green retrofit revolution can provide sustainable and inclusive growth across the North. Greater South East Energy Hub – Maxine Narburgh, Regional Hub Manager The Greater South East Energy Hub is a collaboration of eleven Local Enterprise Partnerships. They are working together to increase the number, scale and quality of energy and retrofitting projects being delivered across the South East. They are looking to engage with the built environment supply chain on their projects and could have close to £1bn of projects over the next five years. Department of Business, Energy & Industrial Strategy – Matt Harrison, Project Director, Social Housing Decarbonisation Fund The Department for Business, Energy & Industrial Strategy has established the Social Housing Decarbonisation Fund Demonstrator to kick start the decarbonisation of social housing through 2021 and beyond, and support green jobs as part of the COVID-19 economic recovery plan. They are offering an initial £60m to the sector, following a demonstrator fund which allowed 2,000 of the worst performing homes to be retrofitted. BEIS is planning to release funding in three year ‘waves’, with each wave being worth £1bn and the end goal of bringing each of the UK’s 5.5 million social homes up to standard. Local Partnerships – Rachel Toresen-Owuor, Programme Director, Re:fit Local Partnerships, a joint venture between the Local Government Association, HM Treasury and the Welsh Government and provide an interface between central government policy and local delivery to ensure key priorities are achieved and clients secure excellent value for money. As part of their climate response they are running the Re:fit programme, a procurement initiative to enable public bodies to implement retrofitting and energy efficiency measures. Over 250 organisations have already engaged with the programme and over £180 million of works have been procured with a growing pipeline of more than £91 million worth of work. Rachel will discuss this programme, and their efforts to enable the public sector to reduce carbon emissions and save money through increased energy efficiency. Abri – Jonathan Rickard, Head of Sustainability and Design Abri are planning to build at least 10,000 high quality, sustainable homes over the next decade, offering a choice of affordable tenures and home ownership options. They are also investing £215 million in their existing homes, ensuring they are sustainable and support their plans to play their part in tackling climate change. Jonathan will give more details on Abri’s sustainable and zero carbon schemes which will help them break their 1,000 homes built per year target. Manchester City Council – Carol Culley OBE, Deputy Chief Executive & City Treasurer Manchester City Council have launched an economic recovery plan that will see large scale investment in science, research and technology and environmental schemes to fuel a post- Covid revival in the city. As part of this plan a 4 year, £260 million programme will see the retrofitting of the first 14,000 of Manchester’s 68,000 social homes to make them more energy efficient and drastically cut carbon emissions. Carol has been instrumental in the development of this project, as well as the council’s overall five year action plan on climate change, of which retrofitting plays a major part.
