Bev Hindle, Deputy Director of Strategy & Infrastructure Planning; Oxfordshire County Council
Bev is responsible for leading the OCC’s infrastructure strategy development programme, including the Local Growth Fund and City Deal packages of investment totalling over £150m. Other areas of responsibility include transport planning and strategy, economy and enterprise, strategic planning including minerals and waste and environmental advice on major development proposals. Bev is also leading the Spatial Growth and Investment Strategy for Oxfordshire project, a strategy for planning and delivering infrastructure county-wide. Chair of the Science Transit Project Board, he is responsible for the delivery of the Council’s Local Transport Plan 4 and the emerging County-wide Infrastructure Delivery Plan.
Sara Fuge, Development Manager; Land Securities
Sara has been part of the Land Securities retail development team for 16 years and has enjoyed working on exciting projects such as Cabot Circus, Bristol, St David’s, Cardiff and Christs Lane, Cambridge. Sara has been working on the development of the Westgate Centre since 2010 when it was purchased by the Westgate Oxford Alliance, a partnership between Land Securities and The Crown Estate. As well as the earlier design and viability work, much of her time has been focussed on public consultation and gaining planning consent for the development of 100 shops which will include a new John Lewis store, a cinema and rooftop restaurants.
The development is now well under way and opening in Autumn 2017 and is set to transform Oxford’s West End and visitor experience.
Philip Campbell, Head of Asset Management; MEPC
Philip joined MEPC in 2006 and despite his youthful looks has over 20 years’ experience in commercial real estate. Philip is part of the MEPC Executive team and is primarily responsible for Milton Park in southern Oxfordshire one of Europe’s largest single ownership business communities, an Enterprise Zone and a great place to work.
He is passionate about helping businesses with their evolving accommodation needs and enjoys demystifying complex real estate issues.
Philip is an active figure within the local community and can occasionally be seen jogging round Milton Park at lunchtimes.
Philip aspires to increase his classic car collection beyond his 1966 Morris Minor Traveller; a wedding present from his wife, Jill, in 2005.
Julian Barwick, Director; Development Securities Harwell
Julian Barwick, a fellow of the Royal Institution of Chartered Surveyors, was a Director of Development Securities plc from May 1998 to February 2015, when he resigned from the Board. He remains, however, a member of the DS team, with continuing responsibility for a number of key projects. Prior to working with Development Securities Julian spent two years in private practice with Daniel Smith, before joining MEPC in 1978. In 1990 he was appointed to the role of Managing Director for the development group and in 1996 he was appointed Investment Manager of its £1.3bn office portfolio. Julian was a property advisor to the Bedford Estates from 1997 to 2003, chaired the Paddington Regeneration Partnership from 2001 to 2003, sat on the board of the British Council of Offices from 1996 to 2006 and was a Non-Executive Director at London & Continental Railways from 2005 – 2014.
